National Housing Compliance (NHC) is a 501(c)(4) organization providing performance-based contract administration services on behalf of the U.S. Department of Housing and Urban Development (HUD). Headquartered in Atlanta, Georgia, with a regional presence in Chicago, Illinois.

For more than 25 years, NHC has provided professional consulting, training, and compliance services to the affordable housing community. In 2026, NHC expanded its capabilities to support affordable housing preservation by acquiring The REAC Company and establishing NHC Property Services, adding comprehensive property support services and creating a broader continuum of solutions for affordable housing organizations nationwide.

Operating Cost Adjustment Factors

The Operating Cost Adjustment Factors (OCAFs) for fiscal year (FY) 2024 were published on November 30, 2023 in the
Federal Register.
These factors are used for adjusting or establishing Section 8 rents under the Multifamily Assisted Housing Reform
and Affordability Act of 1997 (MAHRA), as amended, for projects assisted with Section 8 Housing Assistance Payments.
The factors are effective February 11, 2024.

New Proposed Rule Regarding Citizenship Issued by HUD.
